I always used "GROUP" functions rather than "BLOCK" functions....things which are "GROUP" then can be "UNGROUP" after manipulation, i.e. SCALE, ROTATE, etc....
for SCALE and ROTATE, rather than putting any value, try to put R (R for Reference)...it works wonders.
then to turn off layers not needed I always use "LAYOFF" rather than opening Layer Properties...
nevertheless, you'll remember all commands this by practice rather by memorising....
this is only to help.
and, in the least, any engineer,architect or whoever had the necessity to work in autoCAD, should in the least know how to to PLOT, use the "1/150xp" command, (1/150 being the scale you want, you can choose any number, i.e. 1/100, 1/300, etc)...then manipulating Plot Style Manager to get the plotting result you want.
Don't ask me for advice by email, etc., rather do it by trial and error. Nothing beats experience.
